Over-flight and Landing Diplomatic Clearances

 

What are Over-flight and Landing Diplomatic Clearances?

They are authorizations issued by Portugal to its counterparts so that their state aircraft can operate in the Portuguese territory.

These authorizations are divided into:

Permanent – usually referred to as "Blanket Diplomatic Clearances ". They are characterized for deriving from the bilateral relations between States and for their validity, usually a calendar year. Normally, these clearances are applied to VIP flights, General Cargo Flights, Navigation Training, etc...

Casuistic – these clearances are for flights with a profile that require careful individual analysis and specific actions. These include authorizations to transport dangerous goods, foreign aircraft operations of nations that do not have permanent authorizations or foreign aircraft operations that cannot be supported by permanent ones.

 

Whom are these Diplomatic Clearances for?

To all State aircraft and for some civil aircraft performing a specific State flights.

 

How to get a Diplomatic Clearances?

These permissions are requested by submitting an appropriate form to the Ministry of Foreign Affairs, via the adequate diplomatic channels.

They must be requested at least 10 days in advance for flights with dangerous goods and 5 days in advance for the others flights.

 

Where are the Diplomatic Clearances needed?

Over-flight and Landing Diplomatic Clearances are required for all State aircraft that need to flight in/through the Portuguese airspace. All other flights inside the Portuguese Flight Information Region of Lisbon (LPPC FIR) or Santa Maria Oceanic FIR (LPPO FIR), should also have these permissions.
